PCI-DSS 4.0 and AI: New Requirements for Payment Processors
PCI-DSS 4.0 became mandatory for all entities in scope on March 31, 2024, with the additional future-dated requirements taking effect in March 2025. If you are a payment processor using AI agents for fraud detection, transaction scoring, customer authentication, or chargeback management, several of the new requirements apply to your AI infrastructure in ways that version 3.2.1 did not explicitly address.
This guide covers the requirements with the most direct AI relevance, the new Customized Approach that gives flexibility for novel technology architectures, and what you need to document and demonstrate to assessors.
What Changed in PCI-DSS 4.0
The headline change in 4.0 is the introduction of the Customized Approach alongside the original Defined Approach. Previously, entities had two options: comply with the prescriptive requirements, or get an exception. Now there is a third path: demonstrate that a customized control achieves the same security objective, even if it does not follow the prescribed implementation.
For AI-powered payment systems, this matters because the prescriptive controls in 3.2.1 were written with traditional software architectures in mind. Requirements around access control, authentication, and monitoring assume deterministic systems with clear input-output paths. AI agents — particularly those using large language models or adaptive algorithms — behave differently, and the Customized Approach now gives you a legitimate path to demonstrate equivalent security through controls designed for AI-specific risks.
The second major change is a greater emphasis on risk analysis. Requirement 12.3 now mandates Targeted Risk Analyses (TRAs) for any control where the standard specifies a frequency but allows entities to determine their own frequency. Most monitoring and review controls fall into this category.
Requirements Most Relevant to AI Payment Systems
Requirement 6.3 — Security of Bespoke and Custom Software
AI models trained for payment fraud detection or transaction scoring qualify as bespoke software under PCI-DSS. Requirement 6.3 now explicitly requires security testing for all payment software, including manual code reviews or automated analysis for all changes. For AI systems this means:
- Model versioning with documented change control procedures
- Security review of model training pipelines, not just the inference endpoint
- Testing for adversarial robustness — can an attacker manipulate your fraud model by crafting specific transaction patterns?
Requirement 8.2 — User Identification and Authentication
Every AI agent that accesses cardholder data environments must have a unique identity. Shared service accounts for AI inference are not compliant. Each agent needs its own API key or service credential with the principle of least privilege applied — the agent should only have access to the data fields it needs for its specific function.

Requirement 10 — Log and Monitor All Access to System Components and Cardholder Data
This is the requirement with the most direct AI audit trail implications. 4.0 strengthens the logging requirements significantly:
- All access to cardholder data must be logged, including by automated systems and AI agents
- Log data must be protected from destruction and unauthorized modification
- Automated log review mechanisms are now required (not just permitted)
- Logs must be retained for 12 months, with 3 months immediately available

Requirement 11.6 — Unauthorized Modification Detection
New in 4.0: entities must implement a mechanism to detect unauthorized modification of HTTP headers and page contents for payment pages. While this targets client-side skimming attacks rather than AI directly, the principle extends to your AI model serving infrastructure. Model files in production must have integrity verification — you need to be able to detect if a model artifact has been tampered with between deployment and serving.
Requirement 12.3 — Targeted Risk Analysis
For AI fraud detection systems, you must document a Targeted Risk Analysis that justifies your monitoring frequencies and control configurations. The TRA must address the specific threats to your AI system: model drift that could degrade fraud detection accuracy, adversarial attacks targeting your model's decision boundary, and data poisoning risks in any online learning components.
The Customized Approach for AI-Specific Controls
If your AI system implements security controls that do not fit the prescriptive template — for example, using confidence scores and uncertainty quantification as an access control mechanism rather than static thresholds — the Customized Approach allows you to document the security objective and demonstrate that your control achieves it.
The documentation requirement for Customized Approach controls is heavier than for Defined Approach controls. You need: a clear statement of the security objective, a detailed description of how your custom control achieves it, evidence that the control was tested and validated, and ongoing monitoring evidence demonstrating the control remains effective.
What Assessors Are Looking For
Qualified Security Assessors reviewing AI-powered payment systems in 2026 are specifically examining:
- Whether your AI agents have unique identities and scoped access (Req 8.2)
- Whether every access to cardholder data by an AI agent is logged with tamper-evident records (Req 10)
- Whether you have documented the security risks specific to your AI architecture in a TRA (Req 12.3)
- Whether your model training and deployment pipelines are included in your change control procedures (Req 6.3)
- Whether you have tested your AI systems for adversarial robustness (Req 11)
